The European Commission is assembling an industrial forum around drones and counter-drone systems that reaches well beyond aircraft manufacturers, drawing AI, semiconductor, cloud, cybersecurity, communications, sensing, and defence suppliers into the same European technology programme.
Applications are open for the inaugural D-TECT Forum — Drone Tech for Countering Threats — which is scheduled for 11 November and expected to bring together more than 100 participants from companies, research organisations, universities, standards bodies, trade associations, and innovation networks.
The Commission has defined the scope across detection, tracking, identification, neutralisation, autonomous navigation, electronic warfare, secure connectivity, semiconductors, cloud infrastructure, cybersecurity, and data. The first meeting will establish thematic working groups and priorities for subsequent activity, turning a policy commitment made earlier this year into a more permanent industrial coordination mechanism.
That breadth reflects the way drone security has moved beyond aviation hardware. Protecting an airport, power station, military site, public event, or border can require several sensors to detect an object, communications networks to move the information, software to identify the threat, compute to combine multiple feeds, and a lawful method of intervention before the aircraft reaches its target.
Industrial policy reaches across the supply chain
D-TECT sits within the EU Action Plan on Drone and Counter Drone Security, which calls for closer mapping of European technology and production capacity, common testing approaches, work on standards and certification, support for startups and scaleups, and greater manufacturing capacity for deployable systems.
The policy therefore treats the underlying technology stack as part of Europe’s security capability. Semiconductor performance affects what can be processed onboard small aircraft, AI supports navigation and sensor analysis, secure communications determine how distributed systems exchange information, and cloud or edge infrastructure provides the compute needed to combine inputs from several locations.
Cybersecurity runs through both sides of the market because drones are networked computer systems while counter-drone equipment increasingly depends on software, communications, and shared data. A weakness in command-and-control systems, update processes, or connected sensing infrastructure can undermine physical capability even when the hardware itself performs as designed.
Europe’s industrial difficulty lies partly in fragmentation. Defence ministries, police forces, aviation authorities, telecommunications operators, critical-infrastructure owners, chipmakers, and software companies do not usually buy technology through the same channels or work to identical standards, although their systems may eventually have to exchange information under operational pressure.
Procurement is becoming part of the technology problem
The Commission is trying to coordinate development with purchasing and deployment rather than assume industrial capacity will appear once specifications are written. Its wider plan includes voluntary joint purchasing for counter-drone systems used around critical infrastructure, harmonised testing, common regulatory work, supply-chain risk assessment, and an EU counter-drone centre of excellence.
National governments are moving in parallel. Germany is building a more permanent counter-drone layer, illustrating how detection and response systems are moving from temporary deployments towards standing infrastructure as governments confront recurring incursions and a wider range of low-cost airborne threats.
Those economics have become awkward for established defence systems because relatively inexpensive drones can impose substantial disruption while conventional interceptors may cost far more per engagement. Airports and civilian infrastructure also require responses that are more discriminating than military air defence, particularly where legitimate commercial and recreational drones continue operating nearby.
Common testing and interoperability consequently become as important as individual product performance. An organisation needs confidence that detection equipment, command software, communications links, and effectors can work together under local legal and operational constraints, while governments buying from several suppliers need to avoid creating isolated systems that cannot share data.
Public funding is already supporting the industrial base, with EU defence programmes directing substantial capital into drone-related research, development, and production. D-TECT will add another coordination layer between those programmes and the companies supplying enabling technology, potentially giving smaller businesses a route into procurement structures that have historically favoured larger defence contractors.
An industrial forum can still become a talking shop if working groups do not produce usable standards, procurement routes, or deployable projects, while national rules governing interception and electronic countermeasures remain a source of fragmentation. Yet the membership envisaged by Brussels shows where the industrial boundary has shifted.
Drone security is becoming a semiconductor, software, cloud, connectivity, and cybersecurity issue alongside an aerospace and defence problem. D-TECT is an attempt to organise those industries before European governments discover that possessing individual pieces of the technology stack is not the same as having a system they can deploy together.
