Germany is preparing to double its federal anti-drone specialist force after an explosives-laden drone was discovered at Leipzig/Halle Airport, accelerating an investment programme that increasingly treats unmanned aircraft, sabotage, espionage, and cyber operations as connected infrastructure threats.
Interior Minister Alexander Dobrindt said Germany faces persistent hybrid attacks from foreign powers, while government sources cited in German reporting said his ministry wants to increase the federal anti-drone team from around 150 specialists to 300. The number of associated operating bases would also double from four to eight as authorities expand their ability to detect, track, and stop unauthorised drones.
The immediate trigger is an incident at Leipzig/Halle Airport, where an explosives-laden drone was discovered near a runway. Federal authorities are investigating the event, while separate sightings of two drones were reported over a Bundeswehr site at Mechernich in North Rhine-Westphalia on Thursday night.
No state has been formally identified by the German government as responsible for the Leipzig incident, although the wider security debate is taking place against repeated European warnings over espionage, sabotage, cyber operations, and other forms of hybrid activity. Russian authorities have rejected suggestions connecting Moscow to the airport incident.
Counter-drone technology moves into domestic security
Germany’s response did not begin with Leipzig because the federal government has already been expanding the legal, organisational, and technical machinery used to counter drones. A Joint Drone Defence Centre opened in December 2025 to coordinate federal and state authorities, while changes to aviation security legislation approved by the Bundestag in February gave authorities a clearer framework for responding to unmanned aircraft.
The government has also allocated federal police funding for counter-drone systems at airports and operational units, reflecting a shift from treating unauthorised drones primarily as an aviation nuisance towards viewing them as a security problem spanning civilian infrastructure, military facilities, energy systems, logistics, and public events. Detection and interception technology is consequently becoming part of domestic resilience spending rather than remaining a specialist military capability.
The systems required are more complicated than equipment capable of bringing down an aircraft. Authorities need sensors that can distinguish hostile drones from lawful traffic, command systems able to combine radar, radio-frequency, optical, and other data, and operational procedures that allow police, airport operators, military units, and other agencies to decide quickly who has authority to act.
Those decisions become particularly difficult around airports, where jamming, kinetic interception, or other countermeasures can create additional safety risks. A drone may be small and inexpensive, but the surrounding response has to operate within highly regulated airspace containing commercial aircraft, communications systems, passengers, fuel, cargo, and critical logistics infrastructure.
Hybrid security becomes a procurement challenge
Germany’s plan to increase specialist staffing and operating locations points towards a broader procurement market for detection systems, electronic countermeasures, command and control software, training, and specialist services. European governments are already spending more on defence and cyber resilience, while repeated drone incidents are pushing demand into policing, aviation, ports, industrial sites, and other civilian settings.
The market is also evolving because the threat is not static. Commercial drones can be modified, navigation systems altered, and autonomous functions used to reduce dependence on radio links that traditional jamming systems attempt to disrupt, forcing counter-drone suppliers to keep adapting sensors and interception techniques.
Legal authority matters alongside technical capability, particularly in Germany where responsibility for internal security is divided across federal and state institutions and military deployment inside the country remains tightly constrained. Legislative changes during 2026 have attempted to clarify parts of that framework, while federal guidance after the Leipzig incident emphasised coordination between police, security agencies, aviation authorities, and the armed forces.
The organisational demands increasingly resemble cybersecurity because detection technology can provide the alert without resolving who should act or how quickly information can move across institutional boundaries. Effective response depends on clearly defined responsibilities, trained staff, rapid escalation, repeated exercises, and systems that can share information across organisations operating under different chains of command.
Doubling the specialist team will not remove the underlying threat, and the proposed expansion still has to translate into equipment, trained personnel, and functioning operations. The Leipzig incident has nevertheless strengthened the case for treating counter-drone capability as a permanent layer of infrastructure protection, with technology spending likely to follow as civilian security agencies adapt to threats that fit awkwardly between policing and conventional defence.
