Nebius is preparing a 22MW artificial-intelligence infrastructure deployment near Tallinn, giving Estonia its first large-scale AI computing facility and extending Europe’s compute build-out further into the Baltic states.
The capacity will be installed at Greenergy Data Centers in Hüüru, Harju County, with the first 22MW phase expected to begin operating before the end of 2026. It will be Nebius’s first AI infrastructure deployment in the Baltics and will make the Amsterdam-headquartered company Greenergy’s first international AI cloud customer.
The project forms part of a €50 million expansion at the Hüüru campus that will add 22MW of IT power and cooling, taking total capacity to 31.5MW. Finnish building-services company Caverion has been appointed as the main contractor for the expansion, which is expected to be completed in the autumn.
At 22MW, the Estonian deployment is considerably smaller than the hundreds of megawatts planned at Europe’s largest AI campuses. Its significance lies instead in geography, as infrastructure investment spreads beyond established Nordic and western European markets in search of sites where power, land, connectivity, and construction timelines can be made to work together.
The Baltics enter the infrastructure contest
Finland, Sweden, and Norway have been natural early beneficiaries of the current data-centre cycle because large computing facilities can draw on comparatively abundant electricity, cooler conditions, and established digital infrastructure. Estonia brings a different proposition built around its engineering base, digital economy, proximity to Nordic markets, and an existing data-centre site that can be expanded without beginning on bare land.
Nebius already operates infrastructure in Finland and is developing larger projects elsewhere in Europe, giving the Tallinn installation a place inside a wider network rather than leaving it as an isolated national facility.
The network is being assembled as Europe tries to increase the computing capacity available to AI developers, researchers, and enterprises. Bulgaria’s move onto the AI infrastructure map has already shown how investment can spread towards markets historically outside the continent’s largest data-centre clusters when suitable sites and strategic demand coincide.
The Estonian capacity is expected to be available to researchers, startups, and larger organisations developing and running AI systems. The announcement does not disclose the value of Nebius’s agreement, the processors that will be installed, or the number of permanent jobs attached to the deployment, leaving part of its local economic effect uncertain.
Those omissions are relevant because data-centre investments can produce very different regional outcomes. Construction spending may be substantial, but large facilities are not necessarily major permanent employers once operational, while longer-term value can instead come through electricity investment, network infrastructure, supplier activity, local access to compute, and the ability to attract businesses that require proximity to it.
Power determines where AI can grow
As AI clusters become more power-intensive, regional competitiveness is being shaped increasingly by electrical capacity rather than proximity to the largest metropolitan technology markets. Training workloads can often tolerate greater physical distance from end users than latency-sensitive applications, giving operators more freedom to build where megawatts can actually be secured.
That shift is already visible around Europe, where pressure on grid connections and land in established data-centre centres has pushed developers towards secondary locations. Estonia will still have to compete with larger Nordic projects able to offer very large blocks of capacity, but securing an international anchor deployment gives its market a reference customer that smaller infrastructure locations can struggle to obtain.
There is also a sovereignty dimension, although the ownership picture is more complicated than simply describing the project as national compute. Nebius is headquartered in Amsterdam and listed on Nasdaq, while Greenergy provides the Estonian physical site, and customers would still depend on global semiconductor supply for the accelerator hardware inside it.
The result is nevertheless another EU-based point in a computing network that is becoming more geographically distributed. For Estonia, the immediate test is getting the first 22MW into operation before the end of the year; after that, the more consequential measure will be whether one anchor tenant becomes the start of a broader AI infrastructure cluster.
