The European Commission has launched a call for tenders to establish up to seven AI Gigafactories across Europe, putting compute infrastructure at the centre of the EU’s attempt to compete in advanced artificial intelligence.

The programme is backed by up to €10 billion in EU and national public funding, with Brussels expecting at least €20 billion in private investment across the Union. The facilities are intended to give startups, scaleups, SMEs, industry, academia, and public authorities access to infrastructure for training, inference, and fine tuning advanced frontier AI models.

Although the “gigafactory” label borrows from industrial manufacturing, the plan is about the physical and operational base of AI. The Commission says the sites will combine advanced AI processors, software and cloud technology stacks, high speed connectivity, and energy efficient datacentres. Alongside Europe’s network of 19 AI Factories, the facilities are meant to strengthen technological leadership, resilience, and strategic autonomy.

The AI Gigafactories call gives Europe a more concrete infrastructure route into AI competition. The EU has led on digital rulemaking, but frontier AI depends heavily on chips, power contracts, datacentre capacity, network performance, storage, cloud tooling, and the ability to allocate compute to organisations that cannot purchase hyperscale capacity on their own.

The industrial logic is straightforward. If European companies, researchers, and public authorities rely almost entirely on non European infrastructure for training, inference, data storage, and model deployment, the region’s AI adoption will be shaped by other jurisdictions’ capital markets, export controls, provider terms, and technical roadmaps. Sovereign AI does not require every component to be European, but it does require enough regional capacity to support sensitive workloads and strategic industries with credible alternatives.

Usable infrastructure will be a tougher benchmark than announced capacity. Startups and industrial users need developer tooling, orchestration, storage, security, model support, predictable pricing, and fast onboarding. Public research bodies and regulated companies also need governance, data protection, auditability, and contractual models that allow sensitive projects to move without months of legal negotiation.

Power may become the central constraint. AI datacentres require large and reliable electricity supplies, while European grids are already being pulled by electrification, industrial decarbonisation, local planning limits, and existing cloud growth. The Commission’s emphasis on energy efficient facilities therefore carries operational weight. Without grid connections, cooling systems, and viable power economics, gigafactories risk becoming a policy label attached to infrastructure that arrives too slowly.

Member states will also have to avoid turning the programme into a map of national prestige assets. Each government will want investment, jobs, and strategic capacity, but the EU needs infrastructure that can serve cross-border demand and integrate with a wider compute market. Fragmented facilities may add headline capacity without creating the kind of access layer that smaller European companies need.

Enterprise adoption will be affected by the outcome. Compute availability influences which models can be developed, where data can be processed, how regulated sectors assess supplier risk, and whether European companies can fine tune systems under European standards. Model quality will remain important, but the cost and availability of compute may decide which AI projects move from proof of concept into production.

The tender process will show whether Brussels can convert public funding, private capital, and sovereignty language into buildable infrastructure. Europe has demand, regulatory ambition, research depth, and political will. It now needs sites that can secure power, attract operators, support cloud native development, and become useful before the global market moves beyond the assumptions on which the programme was designed.
