British policing is preparing to connect intelligence, digital forensics, and analytical systems through a national service whose reach could extend far beyond the local databases on which forces have historically depended.

The Home Office has placed a National Data Integration and Exploitation Service, or NDIES, within its plans for a new national policing model. The service is intended to connect information held by forces, national bodies, and government partners, eventually operating under the proposed National Police Service.

Planning documents indicate that more than 50 organisations could contribute to or use the system. Potential sources include police intelligence, national databases, digital material extracted from devices, organised crime records, and information held within specialist analytical programmes.

An early market exercise valued the potential contract at between £75 million and £250 million over five years, although the scope, procurement model, and supplier structure remain under development. Palantir products have appeared among possible analytical components in planning material, but no final platform decision has been announced.

Integration removes duplication and enlarges exposure

Police forces have accumulated overlapping data platforms built for different operational purposes. Investigators may need to search several systems, request access from another force, or combine records manually before a connection becomes visible. A national layer could reduce those delays and make specialist tools available beyond the largest organisations.

The same architecture would widen the consequences of inaccurate, excessive, or poorly governed records. An error confined to one force becomes more serious when it can be found, copied, or analysed nationally, while information collected for one purpose may be reused for another unless technical and legal controls travel with it.

Police holdings include more than records of convicted offenders. Victims, witnesses, associates, intelligence subjects, and people who were investigated but never charged can all appear within operational databases. Material reviewed during reporting on the programme included more than 1,000 uncharged individuals in one feeder dataset.

The government’s policing reform plan presents national integration as a route to stronger capability, shared services, and more efficient procurement. Achieving those gains requires a precise account of which systems are connected, what each user can see, how long records remain available, and which analytical conclusions can trigger action.

The architecture will shape the procurement risk

Policing material has already identified duplication, incoherent architecture, high costs, and supplier lock-in among the risks facing national technology. Those problems become harder to resolve when a central platform is the route through which multiple organisations reach critical information.

A national service does not necessarily require a single database or one supplier. Federated access, common standards, and modular procurement could allow information to be searched while records remain under the control of their originating bodies. A proprietary data model, by contrast, could make future change expensive even if government retains formal ownership of the data.

Security requirements will be unusually demanding because a system connecting national policing assets would attract hostile states, organised crime, and insiders. Identity controls, privilege management, segmentation, monitoring, and audit records would need to operate consistently across organisations with different levels of technical maturity.

Operational speed also complicates accountability. When an analyst receives a result assembled from several datasets and processed through a commercial platform, its provenance and limitations must remain visible. A plausible match may still depend on outdated intelligence, uncertain identity resolution, or material collected under another legal power.

National police systems including the Law Enforcement Data Service have required extensive data protection assessment because they combine information at scale. NDIES will need comparable scrutiny before its capabilities become embedded in routine investigations rather than after systems and contracts have narrowed the available safeguards.

The service could solve genuine problems created by fragmented technology, repeated procurement, and data trapped within organisational boundaries. National integration increases both usefulness and consequence, leaving the design to answer not only how much information can be connected, but how reliably purpose, provenance, and accountability remain attached to every record.
