Nearly one in five people surveyed by the Digital Poverty Alliance needed somebody else’s help to use online government services, exposing how a login, attachment, or identity check can become a barrier to benefits, licences, visas, and school applications.
The Digital Poverty Alliance examined access to services including Universal Credit, Pension Credit, driving licences, eVisas, identity documents, and school admissions. Its research combined a nationally representative survey of more than 2,000 adults with targeted work among people experiencing digital poverty in Sunderland and Medway.
Although connectivity and device ownership continue to restrict access, respondents also encountered difficulties with passwords, verification, long forms, document uploads, unclear instructions, language, disability access, and recovery after making a mistake.
A public service can consequently be available online while remaining unusable for the person who needs it. Technical availability measures whether a site is running; practical access depends on whether the task can be completed securely with the device, connection, skills, and evidence available to the user.
Digital access reaches beyond connectivity
The Alliance’s full accessibility report found that logging in was a substantial source of difficulty. Account recovery, authentication, and identity checks can create repeated loops in which a user needs access to an email address, telephone number, document, or device that is no longer available.
Phones were the easiest available device for many participants, yet public service forms frequently require long written answers, attachments, and movement between websites, emails, and authentication applications. A process designed and tested on a laptop may become considerably harder on a small screen.
Lower income households are more likely to depend on older or shared devices, limited data allowances, and connections that can be interrupted when a contract ends. Storage limits and unsupported operating systems may prevent document uploads or installation of an identity application even when the user understands the process.
Younger age does not guarantee confidence or suitable access. The research found notable difficulties among adults aged 18 to 24, challenging the assumption that familiarity with social media translates into the ability to complete complex administrative tasks.
Disability and language barriers also interact with poor service design. A technically compliant page may still be difficult to understand, while identity processes requiring live video, particular movements, or a modern camera can exclude users whose needs were not considered during development.
Failure transfers the work
Digital services can reduce administrative costs when users complete transactions without assistance. When the process breaks down, the work moves to relatives, advice organisations, libraries, charities, council staff, contact centres, and frontline public servants.
That transfer is rarely visible in the efficiency calculation attached to a central programme. A department may reduce staffing at a counter while a local charity spends more time helping people recover accounts, scan documents, or navigate a form.
The consequence is greater in high stakes services. Abandoning an online retail purchase is inconvenient, whereas failing to verify an identity or submit a benefit application can affect income, housing, employment, education, or legal status.
Assisted digital provision therefore needs to be designed as a permanent part of service delivery rather than temporary help for a small group expected eventually to disappear. Helplines require enough capacity, offline instructions must remain accurate, and support staff need routes to resolve account problems instead of repeating information already shown on the screen.
Service performance also needs broader measures. Completion rates, repeated attempts, abandoned sessions, support calls, error recovery, mobile performance, and the time spent by helpers reveal barriers that a simple count of online transactions can conceal.
The report was funded by Cognizant, while its nationally representative component was conducted online, which may under-represent people who are entirely disconnected. The mixed research nevertheless provides useful evidence about the interaction between skills, devices, identity, confidence, and service design.
Government is developing common identity, data sharing, and service platforms as part of wider administrative reform. Shared infrastructure can simplify access, but it can also create a common point of exclusion when login or account recovery is poorly designed.
A service has not completed its digital transformation merely because a form exists online. Delivery succeeds when people can finish the task on the devices and connections they actually have, recover from errors, and reach a person before a technical problem becomes a failure of the public service itself.
